Course Description:
Public procurement constitutes a significant proportion of gross national product and overall public expenditure in all countries. It is central to the efficient delivery of public services as well as public infrastructure and is an indicator of good governance. Procurement in the private sector is not any different.

The challenge then is for auditors to increase their knowledge and skills in specialist areas enabling them to undertake reviews and provide assurance on the effectiveness of controls and this is what the course is designed to provide

By the end of the course, participants will be able to:

- Gain a good understand on how to carry out an audit of the procurement function, involved processes, and practices
- Develop the audit objectives and audit plan
- Execute the procurement audit process
- Identify the procurement procedures, and whether they are followed
- Identify the existing guidelines regarding legal agreements, and whether they are complied with and assess consequences for noncompliance
- Assess how fraud and corruption are managed
- Assess the completeness of agreements
- Analyze a number of areas of good practice against which organizations should provide evidence of control assurance
- Understand how to assess value for money in all procurements
- Assess the risk at each step of the procurement process including those related to the choice of contract type and supervision of contract performance
- Prepare the procurement audit report
